उज्जैन विकास प्राधिकरण के तत्कालीन सीईओ रावत एवं ससुर सहित 09 के विरूद्ध लोकायुक्त प्रकरण दर्ज
उज्जैन,15 अक्टूूबर (इ खबरटुडे)। लोकायुक्त संगठन ने पद के दुरूपयोग के मामले में उज्जैन विकास प्राधिकरण के तत्कालीन सीईओं सोजानसिंह रावत सहित 8 अधिकारी कर्मचारियों पर प्रकरण दर्ज कर लिया है। पद के दुरूपयोग का मामला सामने आया है। सभी के विरूद्ध अपराध क्र 221 / 2023 धारा 7 13 ( 1 ) ए, 13 (2) भ्र.नि.अधि. 1988 ( संशोधन 2018 ) व 409, 420, 120-बी भादवि का प्रकरण दर्ज कर विवेचना में लिया गया है।
डीएसपी लोकायुक्त सुनील तलान बताते हैं लोकायुक्त संगठन को उज्जैन निवासी डॉ. राहुल कटारिया ने मार्च 2023 में शिकायत की थी।शिकायत में बताया गया था कि वर्ष 2021 में यूडीए उज्जैन के चतुर्थ श्रेणी, बीपीएल कार्डधारी कर्मचारी मनीष यादव को एचआईजी श्रेणी का 216 वर्गमीटर का भूखण्ड क्रं ए-16 / 7 त्रिवेणी विहार नियम विरूद्ध आवंटित किया गया तथा यूडीए को लाखों रू का नुकसान हुआ है। मात्र बारह हजार मासिक वेतन पाने वाले कर्मचारी द्वारा 30 लाख बाजार मूल्य वाला भूखण्ड कर्मचारी कोटे में 25 लाख रूपये में खरीदे जाने व शिकायत में उल्लेखित अन्य अनियमितताओं की जांच के लिए डीएसपी सुनील तालान को अधिकृत किया गया।
शिकायत की जांच में सामने आया कि उक्त भूखण्ड के आवंटन में अनियमितताए हुई तथा उक्त भूखण्ड क्रय करने के दौरान बोली लगाने की ई. एम. डी. (प्रतिभूति राशि ) सहित आवेदन के पश्चात् तक कुल 25,40,000/- रू का भुगतान महावीर यादव द्वारा किया गया है जो तत्कालीन सीईओ सोजनसिंह रावत के ससुर है। यूडीए की तत्कालीन गठित समिति सहित भुगतान की जांच करने वाले अधिकारी / कर्मचारी द्वारा सीईओ के प्रभाव में आकर नियमविरुद्ध आवंटन किया । मनीष यादव को दिनांक 27.04. 2022 को अलखनंदा नगर योजना में निवास हेतु शासकीय क्वार्टर एफ टाईप का पूर्णतः नियम विरूद्ध आवंटित किया गया। इस टाईप के आवास की पात्रता केवल राजपत्रित अधिकारियों को ही है जबकि चतुर्थ श्रेणी के कर्मचारी को उक्त आवास रहने हेतु आवंटित किया गया।
जांच में सामने आया कि मनीष यादव के साथ ही त्रिवेणी विहार के भूखण्ड क्रं ए-16/7 हेतु कार्यपालन यंत्री के सी पाटीदार ने भी निविदा भरी थी परंतु उन्हें क्षिप्रा विहार के भूखण्ड सी -12 / 9 हेतु आवेदन कराया गया। भूखण्ड क्रं ए-16/7 हेतु तैयार शपथपत्र में कांटछांट कर उसी को सी-12 / 9 क्षिप्रा विहार के आवेदन में संलग्न किया गया। ए – 16 / 7 त्रिवेणी विहार की श्री पाटीदार की निविदा प्राधिकरण कर्मचारी का प्रमाण-पत्र न लगाने का कारण बताकर निरस्त की गयी तथा सी-12 / 9 की निविदा में गलत शपथ पत्र व फार्मेट का कर्मचारी प्रमाण पत्र लगाने पर भी निविदा वैध मान ली गयी व नियमविरूद्ध आवंटन आदेश उनके पक्ष में किया गया। खास तो यह सामने आया कि पाटीदार कर्मचारी कोटे के आवंटित आवास क्र सी-46 / 6, सीनियर एमआईजी ऋषिनगर को वर्ष 2003 में ही अन्य कर्मचारी अलबेलसिंह से क्रय कर चुके थे। वर्ष 2019 में उसे लीज डीड से फ्री होल्ड भी करा लिया था। ऐसे में पूर्व से कर्मचारी कोटे की प्रापर्टी होने से उन्हें यूडीए की दूसरी प्रापर्टी को कर्मचारी कोटे में खरीदने हेतु निविदा प्रस्तुत करने के पात्र ही नहीं थे। इस प्रकार श्री सोजनसिंह रावत व उनके ससुर श्री महावीर यादव ने मिलकर मनीष यादव के नाम से बेनामी संपत्ति नियमविरूद्ध आवंटन जारी कर क्रय किया।

- बीपीएल कार्डधारी द्वारा एचआईजी भूखण्ड क्रय :- श्री मनीष यादव के पास बीपीएल कार्ड था तथा वह पीडीएस का राशन भी प्राप्त कर रहा था। एचआईजी प्लॉट आवंटन के बाद भी वह उक्त लाभ ले रहा था तथा खाद्य विभाग ने 18 अक्टूबर 22 को उसका कार्ड रद्द किया ।
- यूडीए के तत्कालीन संपदा अधिकारी जयदीप शर्मा ने यह कहते हुए कि अन्य व्यक्ति द्वारा किसी दूसरे व्यक्ति को आवंटित भूखण्ड के भुगतान के बारे में नियम मौन है, प्रक्रिया को वैध ठहराने की कोशिश की। इंदौर विकास प्राधिकरण से जानकारी प्राप्त करने पर स्पष्ट हुआ कि किसी व्यक्ति को आवंटित भूखण्ड / संपत्ति की राशि का भुगतान यदि अन्य व्यक्ति करता है तो यह बेनामी व्यवहार है तथा वैधानिक कार्यवाही किये जाने योग्य है।इससे स्पष्ट हुआ कि मनीष यादव को आवंटित भूखण्ड का भुगतान महावीर यादव ने किया जो पूर्णतः अवैध है।
3.जांच में मनीष यादव ने पक्ष रखा कि उन्होंने महावीर यादव से राशि उधार ली है,जबकि इसकी कोई सूचना / अनुमति उन्होनें अपने विभाग से नहीं ली। सिविल सेवा आचरण नियम 1965 के प्रावधानों का भी सर्वथा उल्लंघन किया गया।
- विनोद सिंघई, कार्यपालन यंत्री नितिन यादव, मुकेश सोलंकी व सौरभ दोहरे (संपरीक्षक) की भूमिका भी प्रकरण में पायी गयी। इनके विरुद्ध प्रकरण दर्ज-
पद के दुरूपयोग एवं शासन को षडयंत्रपूर्वक हानि पहुंचाने के आपराधिक कृत्य सामने आने पर लोकायुक्त पुलिस ने 1.सोजानसिंह रावत तत्का सीईओ, यूडीए 2. मनीष यादव, स्थायी कर्मी, यूडीए 3. महावीर यादव (प्रायवेट व्यक्ति) निवासी गुना म.प्र. 4. के.सी. पाटीदार, कार्यपालन यंत्री, यूडीए 5. विनोद सिंघई, तत्कालीन कार्यपालन यंत्री यूडीए 6. नितिन यादव, तत्कालीन योजना प्रभारी त्रिवेणी विहार, 7. मुकेश सोलंकी, समिति सदस्य व योजना प्रभारी यूडीए 8. जयदीप शर्मा, तत्का संपदा अधिकारी, यूडीए 9. सौरम कुमार दोहरे, तत्का. सहायक संपरीक्षक, यूडीए एवं अन्य के विरूद्ध अपराध क्र 221 / 2023 धारा 7 13 ( 1 ) ए, 13 (2) भ्र.नि.अधि. 1988 ( संशोधन 2018 ) व 409, 420, 120-बी भादवि का प्रकरण दर्ज कर विवेचना में लिया गया है।
